I agree with George that the wood is Elm, a very common wood for seats until a few years ago.

I think I'd call it a platter, plates have a wider rim, assuming you mean a plate to eat off.

Used to pick the seats up cheap at boot sales etc, great source of elm but only good for platters as they had that recess for the backside so were qjuite thin. Become popular with those that like vintage so like bowling balls are now too expensive to be a bargain anymore.
