It looks very much like a poorly profiled 25mm Roughing Gouge. It's one also found in the Axminter budget/perform tool set.
The profile as such, makes it very difficult to use, roll it on to it's side and you present a large cutting edge very suddenly indeed.
Grind .. if it could be done, the usual square across, but with this one you'd get it more winged, if it's not already.
I can readily understand where new comers can find turning difficult and give up .. It's how we got the Wife's Lathe + Ax set .. I soon realised why this type of R.O.G was a problem in itself and for the Wife to use, almost to the point, that rollig on it side it needed to be used more as a skew in cut .. no problems at all when given the much larger Henry Taylor ... Honestly the poor standard of this tool almost got Her quitting, well it limited the interest to turn.
Go carefully if you intend using it.
