Graduate cuts out

Hi,
I’ve fitted new bearings and a new belt, but I can’t adjust the belt tension. The lever next to the bottom of the motor for belt tension won’t move despite lots of WD40.
Consequently the motor cuts out and I don’t know how to reset it.
It’s a Graduate Lathe Company lathe from 1995.

Any advice would be very much appreciated.

terry make sure you are not trying to change the tension whilst the belt is still tensioned(if you know what I mean)?
